New Build Part L Compliance Calculations (SAP & SBEM)
When constructing a new building it is a legislative requirement to demonstrate that the proposed design is compliant with Part L (Conservation of Fuel and Power) of the UK Building Regulations (BRUKL). In practice this means that it is a necessary to submit a design stage energy use calculation to the local authority Building Control Department for approval prior to the start of construction. For residential properties compliance is demonstrated via a SAP calculation (Standard Assessment Procedure), and for commercial buildings compliance is demonstrated via an SBEM calculation (Simplified Building Energy Model).
If marketing of a residential building is to take place before the construction is completed, then a Predictive Energy Assessment (PEA), which is produced from the SAP calculation, will need to be provided to potential buyers.
On completion of a building, then a further SAP / SBEM calculation is required by the local authority Building Control Department to demonstrate the building as constructed is complaint with Part L of the Building Regulations. In addition on completion of a building an ‘On Construction’ EPC (OCEPC) also needs to be produced and submitted to the local authority Building Control Department before the building can be signed off as complete.
SAP Calculations for Existing Dwellings
Outside of the legislative framework SAP calculations can also be used to assess energy use and to provide energy ratings on existing dwellings. For instance in the case that refurbishment or the installation of new buidling services or renewable technologies is being undertaken, the SAP calculation can provide data to demonstrate the effect of the proposed changes on the building's energy use.
